1. No. The person using Telekenisis needs line of sight to the square you're moving a figure to.

2. Yes. In your example, if Professor X gave Cyclops a 16 defense... cyclops still has Energy Shield/Deflection, giving him an 18 defense from ranged attacks.

3. He can be attacked from close combat attacks, but if he is sitting on the hindering terrain, he is in stealth and cannot be targetted at range.
