Actually, in most cases one action must be fully resolved before another action of any type (including free) can be given. To my knowledge the SHIELD TA is the only exception to this. Where people get confused is by thinking that PC is a free action that occurs during another action, when in reality it is not any type of action.

You're correct, I should have been clearer.
(there's also Enhancement that activates mid-action)
So I have a further question the, as this is the way we've always played it:
Figure A has the SHIELD TA.
Figure B has Running Shot, and is Adjacent to A.
Figure A takes the Power Action to increase Figure Bs Damage.
Figure B picks up Figure A, and makes a Running Shot Attack, placing Figure A down at the end of the move portion, before making the Attack roll.
Is that legal?

Not at all. The power action is given when the figure makes the attack.

The team ability is used before B makes a ranged combat attack, that is after being given the ranged combat action. At this point, A has been carried and cannot be given a non-free action.
