You really need to red the rule book a bit. These are all explained quite well there.
The dice are for determining the first player, attacking, and the use of some powers.(Supersenses, leadership, ect.)
The starting area is the portion of the map where you can set up your figs at the start of the game. It is defined as the first 2 rows extending from your side of the map, and it streatches to 4 squares from either adjacent side of the map.
Anytime you take damage, you click your dial "down". Weither it is from an attack, pushing, or a crit miss. You click "up" whenever you heal your fig.

Try hanging out a local comic book or gaming store that hosts Hero Clix games and tournaments. Watching others play the game can be very helpful in learning the rules and game strategies. Also, make sure you read the rule book as much as possible to become familiar with the rules. It can take awhile to catch on, but it's a great game, so hang in there!

what the dice are for
pp. 11 (breaking Away), 13 (The Attack Roll, Rolling 2 and 12), 14 (Support Super Power, Knockback) and there are several Powers on the POWERS AND ABILITIES CARD (PAC) that use dice.
wher the starting area are
pp. 6 (Prepare for Battle,Place Objects on Map), 7 (Assemble Your Force)
and when to click down one on your hero clix
pp. 10 (Pushing), 13 (Damage, Rolling 2 and 12), 14 (Knockback), there are also several instances where damage and healing clix are written about on the PAC.
