Critical Hit (12) hits reguardless of the actual attack/defense values and adds one to the damage. So if you attack with 0 damage and roll a crit, you add one to get one damage, then the toughness reduces that to 0, so it has no effect.
A critical hit means that you;
1) are guaranteed a hit
2) It adds one extra click of damage to your damage total (depending on powers etc)
So with what you are asking. If you roll a critical hit, the hit happens (no matter what roll you needed) and you would add 1 to the damage - 1 + 0 =1.
Now if the opponent has toughness, Oh Well! No damage taken.
Criticall hit just means that they connected and added to their normal damage.

when you roll box cars you automatically hit and add one to the damage done. All powers that reduce or aviod damage still apply as normal. In your case the figure would then do one click of damage that is then reduced by toughness.
