If they do indeed make a rule that fliers can't carry fliers, then yes, that includes GLs unless they say otherwise.

Since no such rule exists right now, I think speculation on it might be early. Overall, however, the GL's ability to carry multiple people is the only thing that sets it apart from a normal flyer.

There is no published rule yet so we will have to wait and see what happens. There are rumors, about 3, that give totally different changes to the rules.
