I read somewhere that there will only be ships and no actual characters so a good way to put them in the game would be to add Captain Cards and Events to the game. Design a Captain card or an event to boost the stats of starships.
Captain Kirk- Modify your attack and defense by +1. If the captain of an opposing ship is female modify your attack and defense by +2. And add 1 to your damage.
The Borg- Modify your defense +3. Assimilate: If a close proximity attack by the Borg is successful, that ship becomes part of your Armada for one turn. This starship does take engine damage for that turn.

Either way a card element would be a cool way to add your favorite character to enemy starship. Theyd play kinda like feat cards in Heroclix.
MechWarrior 1.5 had a similar mechanic. The mechs came with two slots, in which you could put "paddles" that you punched out of little plastic cards. The cards represented pilots or equipment, all of which gave the mechs stat boosts or other abilities, essentially, special powers! I really liked how it worked.

I hadn't quite got that far. But if you speculate that the ships will have a dial like typical clix game with attack and defense and movement values with perhaps a stat/special ability card, each type of ship could be allowed a certain number of crew depending on the ship class. You'd simply place the assigned crew on/under the stat card of the ship.
How the abilities might actually break down would depend on a lot of other decisions about the game. Some factions could have strong ships without crew while other factions would be all about crew. A Galaxy class ship with no crew might seem comparatively weak to a Bird of Prey on the ship's points alone but the greater crew capacity could then bring it up to where it 'should be' in Trek sense.
Would you want to spend points getting lots of dials on the table or for fewer dials with more abilities and bonuses?

Id prefer to have less ships and more crew cus the rarer the ship the more i can sell it for on Ebay LOL. But also it would create a situation where people that dont play the game would want the ships for their model collections and stuff like that. Id really like to see a Borg crew with a Picard Captain that gets some crazy bonus and things like that. A Voyager with Borg crew and things like that.
One potential problem (Do I seem too negative? : - ) is that crew is far more readily available on the Federation side. Just how many named officers can you make cards for from any other fleet?
Itd take some research but Im sure there are some named crews from many places not just the TV show but books and comics as well. And when they are used, their place of origin with their powers and names would be on the card.
