OOTS Batman question

Would water terrain count as hindering terrain for his OOTS power?
It is hindering for movement, but not for LOF. This came up in a game last week at our venue.

Water is not hindering terrain, no. The are two different terrain types that just happen to share some (stress on 'some') similarities.

Read the rules. They do a body good!

What?!?!?!?

OotS Batman is the one stationary thing in this, or any other universe. He doesn't move. He isn't placed. If his location is different than it was moments before, it's because the entire universe moved around him.
