If using 'Enhance' on 'Energy Explosion' attacks makes it do two points of splash damage does using it on an 'Incapacitate' attack make it do one damage and give them an action token?

Actually - it was my understanding that it doesn't work on MC, because of a subtle but crucial difference in how MC and Incapacitate are worded.
Incapacitate says your damage value is reduced to zero, whereas MC says it "does no damage." So, a zero damage can still be enhanced, or Shield boosted, or whatever - but an attack which simply does no damage cannot benefit from Enhancement. See, with MC control, it doesn't matter how much damage the attack would NORMALLY do - it just doesn't do ANY.
At least, that's how it was explained to me. Probably should be addressed in the FAQ so that when it comes up in tournies, it will be ruled on consistently. My guess is that not all judges are in agreement on this one, cuz it's tricky.

Except (and isn't there always an "Except") if the mind controller rolls a critical hit. A critical hit delivers 1 damage (as per the FAQ) and that can be enhanced or SHIELD boosted. The downside to the SHIELD boost however is that it has to be declared before the attack and costs you an action even if it doesn't work.
So enhance a mind control attempt just in case you roll a critical but you should probably stay away from the SHIELD/MC combo.
