While i would agree, i think the guy should go ahead and make the Black Adam because clearly it's a character he has a lot of affection for.

Personally though, i'd make a guy we're not likely to see made/remade in Clix for quite some time. A new Captain Britain, a new Hawkman, a new Booster Gold (one that's actually playable, jeez.), or Cosmo from the Guardians of the Galaxy.

Especially that last one.

If not a dominant Black Adam which would be awesome then Miracleman/Marvelman. That would be amazing.
