I know it can be situational, but I usually prefer to roll two. Sometimes I'll count up how many I need for the rest of my turn ahead of time, and will roll more as a result. And if I don't really need any more P-die because I'm close to capacity, or I don't have much secured. I'll only roll one.

Two dice means I have a 75% chance of success...although that 25% still comes up a fair bit. If I really need the P-dice I'll roll 3, which I feel is pretty safe.

I try to avoid early game power ups where I'm not packing a government building. My usual factions really need the p-dice too.

My answer therefore would be 4 ^_^
