can i put feats and ata's on the character that is brought into the game with the ae ability? for instance, norman osborn can't use unstoppable, but iron patriot can.

That's an interesting question.

Kamakura is corect.
You can play a feat or an ATA on the "civilian" even if only the "caped" meet the prerequsite. You can even play a feat Norman Osborne that only one of his 2 AE can use, even while you won't know which costume he will be able to take before the beginning of the game.

Just remember that you can't use the feat till the AE shows up with the right power.
