Do a grounded figure divide half his rang while making ranged atacks to elevated figures?

No. It's only halved when drawing LOF to soaring figures.

And if you were using telekinesis to attack an elevated figure with an object you would have to compensate for lifting the object up by adding 1 to the distance (ie. if the object being used is 8 squares away from the target figure you'd have to move the object 9 squares). But that's the only exception.
