That quote you gave was changed in the FAQ. It now says:
"When two or more members of the Masters of Evil are adjacent to the same opposing character, they can all attack that opposing character using only one of your actions. Mark any character that attacks this way with an action token."

The part that says they can all attack "that opposing character" is what makes me think that all flurry attacks must be against the same guy (and can't be against someone else even if the character is KOed or knocked back).

Having said that, I'm pushing for some sort of clarification from DrGandalf on the matter as the judges seem to have a difference of opinion on this.
