...have flight rings. And also are one of the absolutely least synergistic team builds. Almost all fliers (except Shrinking Violet) and wildcards...for the one team where it's the least appropriate to team them up with non-Legion characters (generally speaking).
In either case, characters like Boom Boom might qualify for a click of Phasing/Teleport or Leap/Climb on their first click due to the team's ship, but they shouldn't have a full dial of flight. Which, again, would suck, as is the case for the Legion.
I always felt like the JLA TA should be Wild Cards as they team up with all sorts. In that case, the LoSH could have free move - y'know, Flight Rings making that easy.

Still, from a game-play perspective, it's better for the figures to have a mix of flying and grounded characters. Or possibly to grant some sort of limited flight ability via an Alternate Team Ability.

The Captain: after moving, gains earthbound. Non-optional.

ATA: whenever a team member sucessfully hits an enemy, place 4 hindering terrain markers within 3 squares of the target. These guys create a lot of rubble.....
I like the "Brute" keyword for the Captain. That's a very appropriate one that I hadn't considered. Rorkannu can testify to the Captain's Brute-iness, assuming anything is left of him to testify.
I don't even want to think about how he might have used that toilet brush on Rorkannu... *shudder*

I always assumed those two TAs were assigned due to game balance--limit the number of wildcards (and keep them low-cost) and prevent the beatsticks from having stealth.
At this point in the game it's a non-issue and I'd be in favor of the change--both teams would be much better off.
At this point, making a change would be a nightmare on backward compatibility. Then again, most people don't really care about old pieces so maybe it wouldn't be that big a deal.

I understand that free-move team abilities cost more than wildcard team abilities, anyway. Which is just bizarre. So I don't see what the big problem is, in light of how useful wildcard team abilities are in comparison to free-move team abilities. Meanwhile, many "junk" pieces would see sudden revitalization, while game mechanics would better nudge people into theme-play for the Legion.
