If I have a figure (Magnito=M) who is being based by an opposing figure (Shazam=SH), would I be able to TK a friendly figure (Storm=ST) I have a clear LoS to out of that adjacency?
Ranged Combat Expert is a power action as well, but you can't use it while based unless you have the Sharpshooter ability.
The reason you can use telekinesis in this instance is you aren't attacking at all. If Storm was an opposing figure, then you would be making a ranged combat attack to TK her and the move would be illegal.
TELEKINESIS Give this character a power action and choose one of the following options. For all options,
this character must have a clear line of fre to the target and the destination square (to which the target does
not affect the line of fre). This character, the target and the destination square must each be 8 or fewer squares
away from one another. For options 1 and 2, a target character would need to break away and ignores the effects
of elevated and hindering terrain on movement (but does not ignore the effects of opposing characters on
movement). (1) Move an Opposing Character : This character makes one close combat or ranged combat attack
against a single target that deals no damage. If the attack succeeds and the target has or possesses the damage
symbol (but is not a multi-base fgure), the target can be moved to the destination square. (2) Move an Object or
a Friendly Character : This character targets an object or a friendly character (that is not a multi-base fgure) and
moves it to the destination square. Characters that have been moved with this power cannot use this power until
the beginning of your next turn. (3) Attack with an Object: This character targets an object and must also have a
clear line of fre to a single opposing character occupying the destination square as if this character occupied the
target square. This character makes an attack roll against the opposing character. The target of a successful attack
using a light object is dealt 2 damage; a heavy object, 3 damage.
But if the figure you are trying to TK is based, they would need to roll for breakaway and I believe the TKing character would get the action token for a failed breakaway attempt.

This could probably use some clarification in the Player's Guide. As Maraud said, the character using TK is the one that gets the action token, but I don't think a review of the rules would automatically lead someone to that conclusion.
