If I TK a friendly character who is based up with a non-friendly character (or vice versa), Do I need to roll a break away for the based friendly? And do characters who are being Tk'ed stop once they come in contact with an opposing character? Like normal movement?

Yes. TK option 2 moves your character, so break away is required and you have to watch out for opposing characters when moving.
However, since it is the TK-er who is actually performing the action, if break away fails, only the TK-er will take a token. The character the TK-er tried to move is not given a token.
Who do I need line of sight to PC if I fail? The TKer or the friendly character is based.
The character being moved is the one who actually rolls so they are the one who your PC character would need to have LOF.
So, by the same token, if that character has some passive power or ability that effects break away (Plasticity, for example) they could use that power, too. I say "passive" because a power or ability that actually requires that they be given an action (like, say, Phasing/Teleport) can't be used since they aren't being given an action at all; the character using TK is the one taking an action.
