If I have more than one JL #002 - Aquaman on my team, can I use one Aquaman's Telepathic Communication to Perplex the other Aquaman/men?
Yes. The Aquaman using Telepathic Communication at that moment can't Perplex himself, but nothing prevents him from using Perplex on another Aquaman.

If my character can use the Swim ability, from a special power or a feat for example, can that characer be Perplexed with Telepathic Communication?
No. Telepathic Communication requires certain speed symbols, not combat abilities. Even though the and symbols allow the use of the Swim ability, being able to use the Swim ability does not mean the character possesses the or symbol.

Characters that actually have the or via a special power or trait (like HA #024 - Namora's trait) would be valid targets for Telepathic Communication.
