At my venue we played where characters block LoF like normal, it just ignores terrain and you couldn't PC the attack because it's being drawn technically from blocking terrain and not a character.

Correct.
Also note that the special terrain can block itself. It does not work like multibased figures whose squares of their bases do not block LoF from other squares of their bases.
Well, I just reread your earlier response where you said it ignores terrain. Specifically it only ignores elevated and hindering terrain.
Note that ignoring the elevated terrain would make it such that when drawing LoF from Krakoa to an elevated character, the character would be considered grounded, as would any characters in between. The result is that the normal rule of ignoring standard characters for LoF between grounded and elevated would not apply.
If galactus is played on Krakoa...
he has some text in his rules that says something to the effect of "all squares occupied by galactus are clear grounded terrain."
so does that mean he could not be effected by shifting foliage?
On a result of 5: SHIFTING FOLIAGE. Printed hindering terrain acts as blocking terrain instead until the beginning of your next turn. Characters occupying those squares take 1 unavoidable damage and are placed in the owner’s starting area.
Can galactus stand on the center of the map? the Nerve Center....and make it clear grounded terrain?

It would become clear grounded while also remaining a nerve center.
It's really no different that putting Smoke into Space Terrain. It is both hindering and Space.
