A figure with the wording shown there would have that bonus in addition to any other bonus the team gets.

To answer the follow-up, if there were multiple figures on the team with an effect as shown, those would stack with one another.

How about multiple Tomar Res on one team? Let's say a team had 2x Tomar Re and 2x Abin Sur, would they get +12 to roll (+4 theme, +4 x2 for each Tomar Re)?
