A scenario was just brought up and I wasn't entirely sure on what the answer would be.
The question arose as a result of another character granting a power to ANOTHER character. (I feel like there are some other figures that grant powers to other characters, but I can't think of them, presumably this question would be applicable to them also.)
Jackal's SP:
CLONE MASTER: If two or more friendly characters adjacent to Jackal have the exact same name as one another, those characers can all use Shape Change if they can't already.
If a pulse wave attack is made that can target figures adjacent to Jackal but not Jackal himself do those characters still get to use Shape Change? I know if the un-targeted figure has Defend then the targeted character would still maintain the increased DV - this seems like a similar ballpark.
My gut is that they wouldn't get to because he's allowing them to "use" it, but I can see a grey area that requires clarification.
Pulse Wave
Give this character a ranged combat action; halve its range value until the action has been resolved. Draw lines of fire to every character within range in every direction; these lines of fire are only blocked by walls, blocking and elevated terrain. All powers, abilities, traits and feats used by characters with a line of fire drawn to them are ignored until the action has been resolved, though wild cards using this power can use the team ability of a friendly character within range of this attack. At least one opposing character must have a line of fire drawn to it to activate this power. If ignoring a game effect would cause a character with a line of fire drawn to it to no longer have a line of fire drawn to it, then it is not ignored. If lines of fire can be drawn to two or more characters, this character’s damage value becomes 1and is locked. Make a single attack roll and compare the result to the defense value of each character with a line of fire drawn to it (hindering terrain still increases character’s defense values by +1); each character hit is dealt damage. Attacks made with this power do not target characters.
It ignores powers you are using. The Shape Change will be ignored, just as if it were native on their dial.
The difference between this and the Defend example is that the person being "defended" isn't using the Defend power, just benefiting from someone else having it.

To answer this particular question, Shape Change will be ignored by PW. While Jackal might allow other characters to use Shape Change, those other characters are still the ones actually using the power... and if they are in PW range, too bad.
However, in the case of Defend, the Defend character is outside the PW range, but adjance to a character within the PW range, the Defend character can share its DV to the PW-ed guy.
Defend
Any friendly adjacent character can replace its defense value with this character’s unmodified defense value (including a replacement defense value).
See? All the action, so to speak, happens with the Defend character... there is nothing happening, power-wise, to the PW-ed character so there is nothing to ignore.

Wow. Never see that. And this won't work with Defender/JSA/Fantatstic Force since in that case it's the character whose defense is replaced who use the ability. Awesome.

Sure. BB's AV is high enough that he'll probably be able to hit their new DV anyway, but every little bit helps.
In future please start a new thread and just link this one. Thread necromancy as im sure your about to be told by a trillion people is against forum rules.
but as to your question yes Black Bolt could use his own defend for friends characters because the user is not considered in Range nor a Target of their own PW attack
If the necro is on topic and not too old (this one was less than a year), I personally have no problem with it.
Now, when people bring up threads 2+ years old, that's where we start running into issues about accuracy and relevance. Your mileage may vary, of course.
agreed but you know how people like to be on these forums about thread necromancy. I just wanted to give a friends reminder before someone started to bomb the poor guy about it. assuming they would anyways.
I'm with Norm on this one. Necromancy of irrelevant or replaced issues (rules changes, old sale threads, or otherwise dead discussions) IS a problem. If its moving into relevancy....I like having some of the "work" already done.
