Good with a Wildcard or a Batman enemy with a high AV.

If you have a high AV Batman Enemy nearby, then he's the most efficient of the REV set. The lack of scientist keyword really hurts his playability.

Just a normal golden age character. I Use him pretty much just for the mind control. No scientist keyword?

He's deceptively good for his points, as long as there are other pieces around to boost his AV so his powers come into play. Sure he's ultra-soft defensively, but 45 points for 5 clicks is in line with modern generics, and he has that lovely last-click-perplex consolation prize, so he's never useless.
