Hey guys, there was a post of all the new rules changes a while ago called "The Definitive rule changes 2011" I have searched for an hour and can not find it. Any on have a link? Thanks
How about a definitive answer to Kyle Rayner!? I've searched and could not find an answer. Is he able to target opposing characters without the reroll?

I'm not sure what you're asking here.

Are you talking about his TK? The Players Guide has the wording for TK so that it works just like before look up the section under Powers.

What is the "without the reroll" part of this referring to?

I'm guessing he ment "re-ruled" for the TK on Kyle. But I might be wrong.

Thank you all for your responses. To better clarify my question, (I have very little understanding of the rules, so if I have a question about them I will usually have to read the PAC/Player's Guide to get a better understanding), Kyle can use TK option 2. That no longer exists, so he can TK only friendly characters? I was in a match where someone TK'd my character with his Kyle, away from one of his characters. He did not roll for the attack. We were playing with the new rules, but I don't have a grasp on the old ones, so I thought "Ok, I guess it works". Maybe a better clarification on what TK option 2 is with the new rules?

TK option 2 didn't require an attack roll, either.
TK option 2 with the new rules is essentially the same as it was before... it just isn't called "option 2". You still get to pick A (some target friendly character) and B (some destination square) and send A to B. Kyle's trait works the same way it always did.
See the TK entry in Player's Guide (link in my signature) for more on "translating" the old TK options.

Thanks! It was an illegal move from what I see. Option 2 is for objects/friendly characters, not opposing. So it shouldn't have happened anyway.
