Ok, I've been trying to look this up, but everything that has come up says the same thing. Perplexing a 0 range makes it a 1. I understand this... to an extent. But why 1, when 0 is adjacent, which is 1 space away? Sure, it allows you to hit directly downward or upward, or a soaring piece which is not really a problem in the modern rulings, but why does the first perplex change it from adjacent to a glorified adjacent look-alike? Shouldn't it go to 2 range, since 0 is 1 in the game of heroclix?
*deep sigh* Alright, my ranting is over. But I still am curious about this. If someone would like to explain this, I would really appreciate it. Especially since this IS an old question.

You count from the character's square. If Johnny Quick is in A1, zero squares away is still A1, his own square. Square A2 is one square away which is normally adjacent. I say "normally" because walls and elevation, for example, can affect that.
What you seem to be getting at is "why do you need to perplex a character with 0 range twice to make a ranged attack?"
Here's the instance when you don't--Johnny Quick is grounded on A1. Bob, Agent of Hydra is on elevated terrain in A2. They are one square away, but because of elevation, they are not adjacent. So if Johnny uses perplex to increase his range to 1, he can make a ranged combat attack against Bob.

I had an opponent perplex up his range from 0 to 1 once to hit my fig who was blocking the ladder, this was back when figs couldn’t attack each other on ladder/stairs/ect... It freaked me out, and lost me the game. Very cool strategy.
if I had a dollar for every time I thought about heroclix, I might have enough money to keep up with the NECA's Clix release schedule.
I always enjoy attempting to logically (ok, comic-logically) rationalize how some of these powers work. All I can come up with is, someone hands a guy their boot to throw. Somehow, multiple boots travel farther, but you cannot throw more than three of them.
