Can you use MOE TA to continually free move every turn if you also have Avengers or Brotherhood (or any other free move TA)?
I would think so, but I have been wrong before.
I think you are confused about two things here.
Thing 1:
This is the Masters of Evil TA:
MASTERS OF EVIL
When a character using the Masters of Evil team ability has two action tokens on it, it can still be given a non-free action. If you do, deal it one unavoidable damage after the action resolves. At the end of your turn, do not remove action tokens from a character that used this team ability this turn.
As you can see, there is no way for MoE to really interact with Avengers. Are you perhaps thinking of Minions of Doom instead?
MINIONS OF DOOM
Minions of Doom team members are wild cards.
Thing 2:
Avengers does not allow your characters to "move for free". That is a very common misconception. Here's what he TA actually does:
AVENGERS
When you give a character using the Avengers team ability a move action, it does not count toward your available actions for the turn.
So a character with this TA still moves normally (it gets an action token and everything), but if it was given a move action then that action does count against your total actions for the turn. For example, in a 300 point game, you've got 3 actions per turn. Cap (with the Avengers TA) is given a move action and he gets his action token after that action resolves... but since he used the TA you still have 3 actions instead of just 2 remaining.
Now, all that said, assuming you did mean Minions of Doom, then there is nothing preventing a MoD TA character from wild carding Avengers and using that TA to take move actions that do not count against your action total.
And if that wasn't what you meant, please restate the question.
Well I think you COULD have the MoE TA and the Avengers TA if maybe you had Cypher on your team. Maybe that's what he meant? I agree that if you did keep using the MoE TA to move, it just wouldn't count towards your available actions and the character would still take the unavoidable damage.
whenever cypher is in play it opens up TA combos that normally would not be available.
A character with MOE and Avengers would be able to move each turn without adding to the number of actions taken. Strategically I don't know that it would make sense but yeah you could.
My team cypher, captain A, She-Hulk, Iron-man, Steve Rogers etc.
My opponents field figures with the MOE AT.
Cypher "steals" MOE and gives it to cap and the rest. They now have both Avengers and MOE.

Thank you for your repky. I have always liked your answers as they go into a lot of detail and different points of view... taking on alternatives and interpretations. You and Quebster.
No confusion. MOE is a favorite TA of mine. I like T-bolting HoT Moonstone to MOE. She has Avengers TA. sonetimes I don't have enough actions but I want to move with her back to get healed or just free move and phase to get LOS and MOE damage her to outwit. If her movement is free, I will still have that extra action available as an option to attack, heal, or move with another character.

This is fine. Nothing about MoE changes the way that Avengers works. If you can combine the two, then move as much as you like without eating up actions.
