If I have a character with the Not So Speical feat on them, and they attack multiple targets at range (say they have 3 bolts, and they are attacking 3 people), do they get the +1 bonus to AV if only one of the targets has a SP power showing against all three targets?
Choose a character. Whenever this character attacks an opposing character possessing a Special Power, if this character currently possesses no Special Power or Traits, modify this character’s attack value by +1.
There is only one attack roll, so there is only one attack and one attack value. If you're attacking at least one character with a special power, you get the +1 against all other characters. (This isn't how Police Department used to work, but I don't have access to the old PD wording right now so I can't check to see if that's significant, but it makes me think I might be wrong.)
They only get the +1 against the targets that meet specifics of the feat. So if they have a SP then you do not get the +1 against that target.
PD was reworded so you would not have to keep figuring out what you attack roll was. They did not change this to the same way but still works the way that PD used to work.
