Score: 60%. At first I wasn't sure about Will O, but now I think he's cheap enough to make a decent teleporting taxi - his advantage being his endurance if no opponents want to bother dealing 5 damage to him. If he can just land on an Invulnerable click, he might be worth his points.
I'd give him a score of 70 if only he had a ranged attack, or a Attack Value of 10 anywhere on his dial. In 2010, it seems like a 9 AV is only good for attacking other 3rd-string pieces like himself.

Lame character. I would have rather seen WOS with a Man-Wolf, Stegron, Chance, Lizard update, Vulture update, or really anything else but this dude. Less than thrilling sculpt, relatively shallow dial and zero range with late dial ESD makes me wanna puke.
When I first saw Will-O'-The-Wisp I thought it was a long overdue Nitro. Realising this was not Nitro this surprised me somewhat as this is at best a long forgotten character.
Looking at his character bios at http://marvel.com/universe/Will-O%27-The-Wisp and his keyword I can now see he is part of the Outlaws. He can be teamed-up with Spidey, Prowler, Puma, Rocket Racer, Sandman and even the MM Silver Sable.
Being a scientist he can also be teamed-up with Researcher, Iron Man, Spidey, Ben Reilly/Scarlet Spider, Cardiac, Jackal, Spot, Doctor Octopus from WS and numerous characters from other sets.
He is then a cheap taxi being able to use Phasing/Teleport and even Mind Control with good defense.
I thought he would suck, but he makes a great taxi for a character with Mastermind. Especially after the first hit, it'll probably take him to his invulv and SS clicks. Late Mind Control makes him even more interesting.
Great taxi and Mastermind fodder for scientists. He doesn't really do anything else and his sculpt is pretty ugly, but that's enough on the right team.

I really can't understand ANY hate for this figure at all. He's an awesome utility piece. I wouldn't hesitate to pay 54 points to throw him on my team. His dial is not boring to the skilled eye.....he's transforming his molecules every two clicks to fit your teams needs. The first two clicks he can carry friendlies 8 squares with phasing! He has a bit of toughness to absorb any hits from snipers. Mid dial two clicks he manipulates his density and gains a dv boost as well as invulnerability. With his super strength you have a 54 point figure that can deal 5 damage.....his end dial two clicks he starts to get different options. He's now a ranged mind control piece. Stick him four squares away and watch him manipulate opponents. With energy shield deflection he's sporting an 18 defense or 19 in hindering. (Which a figure with the flight ability should ALWAYS occupy) If this figure had a higher point cost, he would be useless...but considering all of the things he brings to a team.....54 points is a steal.
My only negatives would be the less than stellar sculpt, and his lack of perplex. For a being who can manipulate the molecular structure of his body...a dash of perplex would've been accurate. Otherwise great figure.
