I don't get it. is that an either/or thing? What's the idea behind the power?
It can be given a regular power action to make multiple attacks, or push (double power action) to concentrate all lasers on one target. 4 damage spread out, or push and do 5 damage to a single target (I guess I should include "single target" in the power description). I'm trying to replicate kind of a heat system. If it fires 2 lasers and then 2 more sequentially, not as much heat buildup as firing 5 lasers simultaneously.

I see. I can write it one of two ways:
Give Kodiak a range combat action. It can make 2 ranged combat attacks as free actions, or it can be given a double power action to make a ranged combat attack against a single character. Modify its Damage value modified by +3.
Kodiak can do one of the following: (1) Sequential Fire: Give Kodiak a ranged combat action. It can make 2 ranged combat attacks as free actions. (2) Link-Fire: Give Kodiak a double power action to make a ranged combat attack against a single character. Modify its Damage value by +3 for the attack.
I'm kind of linking the 2nd one, because it gives a little bit of info on what that ability is simulating.

Here is its cuisin, the Kodiak Archer. This compliments the Kodiak Warrior because it's a long-range stand-off fighter. It can provide cover fire for the Kodiak Warrior to go in and do what it does best: Get in close and beat the crap out of anyone.
Claws: Kodiak Archer can use Blades/Claws/Fangs. When using Blades/Claws/Fangs, modify its Attack value by -1. Swarm LRM-20 Kodiak can use Energy Explosion as if it has 3 lightning bolts. Modify its Range value by -2 and Attack value by -1 for this action. Link-Fire LRM-20s Give Kodiak a double power action to use Ranged Combat Expert.
All those clicks of Leap/Climb represent its jump jets. Oh yes, the Kodiak is one of the few assault-class Mechs to be outfitted with them. It gives up the short-range punch of the AC/20 for long-range missiles, slightly thicker armor and a higher-powered engine and jump jets. The jump jets allow it to get out of a tight situation and then use its LRMs.

Again, I really like what you are doing with the power slots, very creative and they look decently playable. You might want to drop your defense and attack by a point across the board, but otherwise, nice!
I think I'll shave off that 19, make it 18. Then take the 3rd 18 and make that 17, and then drop the two Toughness clicks down by 1. How about that? I don't think his defense should drop below 16, with exception of the last click or two. With most modern clicks having 9s and 10s for attack, I think 15 is just too low for a 200+ character for top and mid dial.
