A character who is carrying an object MUST use the object if they target a character.
Quote
USING OBJECTS IN
CLOSE COMBAT ATTACKS
A character holding an object and making a close
combat attack against a single character must use
the object in the attack, as shown in Figure 16,
unless the character is using a power that will deal
no damage. If a character is using a light object in a
close combat attack, modify the character’s Damage
Value by +1 for the attack; if using a heavy object;
modify the character’s Damage Value by +2 for the
attack.
But I cannot find any text that says IF they can use it against non-character targets; terrain, objects, etc.
My question is can they choose to use the object to close or ranged combat attack a non-character target?(I am guessing no)
I know SS gives you a natural +2 damage to those targets thus negating the need to use an object under normal circumstances to destroy it, but suppose a character was holding a piece of Kryptonite they wanted to get rid of. Do they have the option of using the object to destroy nearby terrain/objects? or would they have to use it in an attack against a character.
Also I feel this might've been better worded as,
Quote
USING OBJECTS IN
CLOSE COMBAT ATTACKS When a character holding an object makes a close
combat attack against a single character, they use
the object in that attack, as shown in Figure 16,
unless the character is using a power that will deal
no damage. If a character is using a light object in a
close combat attack, modify the character’s Damage
Value by +1 for the attack; if using a heavy object;
modify the character’s Damage Value by +2 for the
attack.
It seems like there is no definite phrasing anywhere that lists what you can do with the objects, even though it can easily be inferred from the provided text.
It's really just the "Must use when targeting characters" that throws it off for me. I see the intention but that phrasing suggests to me there are other situations where you don't have to use the object(such as targeting blocking) but could, and only in the situation of using it in attacks that happen to be targeting characters are the ones that you Must use it instead of choosing not to.
The nuances of the ranged attacks work much better for me, it enters the topic by stating that a character who is holding an object has this new ability. Instead of the close combat one that sounds to me more like the ability is inferred and then goes on to explain a specific aspect of it.

USING OBJECTS IN RANGED
COMBAT ATTACKS A character holding an object may throw it at a
single opposing character, as shown in Figure 17;
a character holding an object does not have to
attack with the object when given a ranged combat
action. To throw an object, give the character a
ranged combat action and make a ranged combat
attack, even if its range value is 0. Regardless of the
attacker’s Range Value, light objects can be thrown
8 squares; heavy objects, 6 squares. Regardless of
the attacker’s Damage Value, a successful ranged
combat attack with an object deals Object Damage.
Object Damage means a light object deals 2
damage; and a heavy object deals 3 damage.
Sorry if I haven't explained the confusion I'm seeing properly, either way the correct ruling on the first question is all I really need.
Thanks
Edit: Another question, is there a definitive source of information on what constitutes a cocked dice?
The way we play at my area, if one of the dice is not laying flat on the map, they both get re-rolled. Is this the norm?

No. There rules say you can/must use a held object in making ranged/close combat attack against a single character. No other use of an object in an attack is defined.
The statue is the only object that can be used against terrain, and that is because it specifically says so. (There used to be a Player's Guide entry clarifying that, but it seems to have vanished for some reason.)

There is not. That's a matter for individual venues to decide. If it's flat to the map beneath it, or it's partially on an essentially flat element (feat card, etc.), then I'm fine. If it's leaning on a dial, it should be rerolled at my venues. I've seen some truly strange practices for determining if a die is flat. It's best to stick with the basics.
