He did heal, he just happened to take pushing damage in addition to being healed.
There's nothing in the power or rulebook that states if a character ends up on the same click# he didn't heal. Healing is turning the dial back towards the top of the dial, which happened when he rolled the 3 for regen.
That's the only part I'm iffy on. I'm not sure what the intent of the power is though. I really just wanted to mention that pushing damge would not be the last thing that would happen. The last thing that would actually happen is dealing the damage to opposing characters.

That is correct.
He has healed and will damage the other figs, but it will happen after pushing damage.
Not sure if anything will actually be affected by this but...

Also note that in general with Regen you should apply the healing click and then click back down on a push instead of just leaving the figure on the same click if only for the chance that you heal onto Willpower. It doesn't really come into play here (BA doesn't have Willpower from any source on his dial) but it is a good habit to be in, much like rolling for Leadership even if you don't need the action. It would be disappointing to realize later that your Regen figure could have avoided pushing damage.
I agree that this is a good habit to have. This actually happened in a game once. Good way to negate the pushing risk.

A. Well he healed, he just also took damage.
B. Since nothing in this game is ever so straight forward, lets try again, he heals, resolves the action, takes and unavoidable push click and gives everyone else in range their damage.
Aaaawww mine apparently sux.....

Yes, but the power does not say 'if this character pushes while using regen and ends up back where he started you don't get to use this power' you would have a valid argument. Did you heal, i.e. did you turn the dial counter clockwise as the result of the use of a power that has the word heal anywhere in its description? Let me check, "REGENERATION Give this character a power action. Roll a d6 and subtract 2 from the result, minimum result 0. Heal this character of damage equal to the result." But wait, what if I rolled 2 or less? Let me check the rules, page 10, under Healing: "A character is not considered “healed” unless a game effect causes it to turn its dial counterclockwise." Did a game effect cause you to turn the dial counterclockwise? Yes. Therefore BA healed

Doesn't matter, still healed. Let's go through this, healing activates the power. He used Regen, HEALED 1 click, took his pushing damage. At this point you check one thing: did he heal?
That sounded like my old Public Speaking class. In a speech you tell them what you are going to tell them, then you tell them, then you tell them what you told them. Hopefully the repetition makes the message stick.
