Does anyone know if this means that a single hit character may receive an action token instead of being dealt Damage or what if the PW hits multiple characters may you choose 1 to give a token while the others are dealt damage?

if you hit 5 characters you can give them each an action token.

Similarly, you can give some characters action tokens and some damage :D

Is that right? This power is even better than I had envisioned thx
