Most X-Men figures are really cheap, and easy to make a fun theme team with due to their generally low cost. The most expensive figure you'd need is Nightcrawler, other than that most would likely be in the $3 dollar range.

There are a ton of great pieces that are under $5.

Heck, you can often buy Indy CASES for under 30 dollars.

If you want most of the figures, that's probably the cheapest way to go.

I'm not going to sit and list off the great figures that are $5<, I will however direct you to the unit section. In all "modern" heroclix sets, that being Avengers and everything to the left of it, there is a common, uncommon, rare, super rare, chase rarity to things. The first figures in the set, often 1-16 or 1-12, are the commons and are marked with a little white tab. The uncommons are next. with a green tab.

It is extremely rare for any figure that is uncommon or common to be over $5 as they are just so plentiful that their demmand can't tax the supply too much. The only exception is sought after generic pieces like Multiple-Man, Hydra Adjecnts etc. All of the non-generic commons are generally only $1-2 while the uncommons are often $1-4. Go exploring and find some pieces that you like. There are dozens upon dozens of playable pieces for affordable prices if you are trying to start a collection.
