I may be be getting more stupid as I age, or it's intentionally vague. Does Imperiex get three more Drills each turn, or just he just keep moving the same three around?
Only because it seems that unless you are in HTH with him, it would be fairly easy to avoid the Drills. I am assuming that if someone is adjacent, you can place a Drill underneath them and hope to hit with decent timing.
PLANETARY DESTRUCTION: When you reveal your force, you may place 3 "DRILL" special terrain markers on the map outside of starting areas. At the beginning of your turn, as a free action, you may deal 1 penetrating damage to each character occupying a square containing one of these markers. At the end of your turn as a free action you may place each of these markers into a square adjacent to its current square that doesn't contain another "DRILL" special terrain marker. When Imperiex is KO'd, remove these markers from the map.
You put three out when you reveal your force and thats it. Yes, they are fairly easy to avoid, but can be pretty annoying never-the-less. Its something your opponent will have to keep in mind when position.
The main thing I use the hollowers for is to keep people out of hindering terrain, at least keep them moving around in hindering where they can't do much else.

I have found that the drills inexorably follow you, forcing you out of good positions or forcing non-move and attack type characters to waste time getting away
I had Maxwell Lord in a great spot with Human Target backing him up but had to take time out to move him every couple turns when I would much rather use him to Incap or Mind Control
Just hope your not playing Scorpio when your looking at Golbez setting at the other end.
