Until an errata comes out, Master Chief (Hammer) does not have a special power but instead a trait. The dial indicates that power is a trait as does the card. Until changed, that's the way it must be played and Chief does not have a SP.
The latest Player's Guide shows that it is a trait, and not a special power.
Since WK is fond of sticking a Wolverine in every marvel set, they may as well make one that has the Cloaked Arbiter with an energy sword's special ability as a trait.
I still haven't gotten any of these guys, but I do plan on buying a brick of it eventually. I want a "Fist of Rukt" Master Chief in the worst way. He fits my play style (which is winning) :D

MC with the hammer is a ton of fun, no doubt about it! Eager to try out the MC with Shotgun. Was it clarified somewhere that he was a SR and not a Rare, or is this a case of going by what's on the dial, not the card?

It hasn't been officially clarified anywhere. I believe it's based on the pattern people have seen when opening multiple cases.
In truth, you'll only want to use the Gravity Hammer when facing serious damage reducers (Invulnerable +), damage avoidance, or high defenses because otherwise Tartarus is at most giving out 4 damage with an 11 attack once every three rounds, compared to 2 attacks for 6 damage in the same time.
The proper way to approach this is that 6 turns is the common multiple for both attack types. In this case, the double power action would happen 3 total times, 4 damage each, for 12. The regular willpower attacks will occur 4 times for 3 damage each, for 12 also. The damages over 6 turns match, assuming they all hit of course.

YEAH!!! i'm glad bro!! that was(no pun intended) a whacky game!! wish you could have stayed to add to the whackiness! the master chief with the hammer is actually one of the best pound for pound clix every made. what he adds to the team for the price is, well, priceless! nothing like jumping over different elevations to smack someone up!! ball so hard let's get faded!!

actually, the best way to use tarturus is to use him next to someone with leadership. carry him up, and then hope he doesn't get hit. next turn use the gravity hammer. i chose +2 av and penetrating on master chief/arbiter duo that was pushed. then i snatched a token off him with leadership and he smacked for three again!
he should be sent to attack the person that his sp can handle the best. one of the best figures in the set if you ask me! team him with the elite zealot or the rare arbiter and watch the pain!!

I just want to say to wizkids: how is it possible that you left out the most powerfull character in the game (iMHO) the hunters. those guys should be the chases, one with the plasma misiles and the othr with the plasma flamethrower (sort of) those guys always kill my master chief in one shot if i'm not carefull enough to cover behind something.
They should have charge and running shot, deal at least 4 damange base with super strenght and impervios with high defense values with a cost of 200 hundred each or some mechanic with diferente levels taht aloows you to play 2 in a 300 points game (in the game they always come in pairs).
I'd love to, except that GoW while compatible with this set, is its own thing. Overall, the Locust Horde TA is flat out amazing, and so the figures skew to a higher rating overall than most of the Halo stuff. Raam, Skorge - phenomenal pieces that throw the rating system off for Halo. Even the CoG figures have a lot of selling points.
Then do it as a set within itself? I just want to see a "Grenade guide" for the two types that are in it and not here. I also wouldn't mind seeing thefigures compared to each other.

If you pull one, you can pretty much conclude that he's a SR because he comes with a rare in the same pack.
I think I would have rated Prophet of Regret and Master Chief (Ghost) higher after having played each of them. In a set where there isn't a lot of mobility, a phasing flyer with the Covenant TA and anyone with HSS (especially with Hover) can shine. I underestimated the Master Chief (Ghost) as well until I played him on a constructed team.
I really wish the Shotgun Chief were better. All it would take is a simple trait, "When Master Chief uses Energy Explosion, he can use it with a range of 6. When Master Chief uses Energy Explosion against a target within 4 range, he deals 2 damage to the target." I would also give him CCE (since a melee-range shotgun is deadly).
I'm also sad that in the whole set, none of the plasma sword characters have an ability like "Give this character a ranged combat action. This character can make a ranged combat attack against an opponent within 8 range. If this attack is successful, deal damage and place him adjacent to the target. After this action resolves, he may make a close combat attack as a free action. "
