The wording in the Drones special ability looks like it allows it to Mastermind damage to any figure, regardless of point value, as long as it has the Locust Horde TA

Are these review for Gears of War only? Meaning not thinking about them vs. superheroes & supervillains.

Would it make a difference one way or another?

I recommend using the Karnak temple map if you are playing the Locust Horde: You can get within striking distance of the opponent's starting area, but they cannot attack you directly from their starting area. It is also easy to get a fat theme bonus for map choice because of the point values.

Once the horde is within striking/movement distance of a starting area, they are at a huge advantage.

The only Locust Horde figure I haven't played yet is the Mauler. I think the reason is that I don't think they contribute as much at 400-point (or less) games. Don't forget that the Maulers can have a damage value of 2 if they opt to use Quake!

Having played this 500-point effectively, I definitely think I would consider replacing Skorge (93 points) with two Maulers (104 points).

I definitely think that the 2x Kantus (and they are a "generic"!) is what frustrates opponents, because of the Mastermind/Support.

Another thing about RAAM: If he uses an Ink grenade it benefits from Clouds Of Kryll.
