I believe there is a rule saying you can't have the dials of the team you are playing written down to use as a reference, but what about the alternate dials for Beast Boy and Punisher? Would it be legal to look at the Hulk Punisher dials that are not currently on the board?
When using Beast Boy or Multiple Man, I have seen players keep them on the same Click for ease. I don't think you should be able to look past the click that you would bring them in on, that I would consider cheating.

I actually can't find the no-cheat-sheet rule in the CTR currently. What happened to it? The closest I can find is:

But there is no definition of "non-public information" or restrictions on it. You could easily read from this that it's "private" and you can have cheat sheets and don't have to show them to your opponent.
I don't think there are any hard rules for this right now, but I would say proper etiquette is either ignore those figs until they are put on the map (thus clicking them to the proper click), or click them at the same time you click the one on the map.
Anything else just seems shady.

So in effect you would be swapping them out blind?
