When using Madam Hydra in practice with a wildcard character, say Dr Doom for instance... when he wildcards Hydra, does her +2 perplex count on him? Curious, becuase this has bugged me a while.

It's always a good idea to quote the abilities in question.

PSYCHEDELIC PRESENCE: Madame Hydra can use Perplex. She can use it normally, or if she targets a friendly character with the HYDRA keyword or possessing the HYDRA Team Ability, she can modify a combat value by +2, except damage.

MINIONS OF DOOM
Minions of Doom team members are wild cards.

WILD CARDS
Wild card team abilities allow a character to use any team ability possessed by any friendly character on the battlefield.

So since Doom does not possess the HYDRA TA he can only use it, nor does he have/possess the HYDRA keyword, she cannot use her power on him.
