SMASH: Green Scar can use Leap/Climb. Give Green Scar a power action; move him up to his speed value, and then give him one close combat action as a free action.
Can he use leap/climb to move up to his speed value and use the close combat action?
I don't think he would.. leap/climb is a move action and the 2nd part uses a power action. Not sure, so asking.
I've played with this figure for years and yes you can use leap/climb to move your full movement and then smack someone. I've never had a judge call me on it, I've even asked a few at tourneys including the sealed release they've said it's cool.

Eh, then what can you say. Judges are people too, sometimes they are wrong. If they rule it was allowed, then thats how you play it, but that doesn't mean its correct. Its good to know the correct ruiling.

Oh, I know how the power works, I also know that sometimes people get similar powers confused, or use ruilings for similar powers to support ones that don't really fall into the same category. I was just saying that if the acting judge ruled it legal, then thats how you play it, but given that, you should still know how its actually supposed to be played and then inform the judge so that everyone can play by the same rule.
