Giant size:
(NON-OPTIONAL) This character can’t be knocked back, and ignores Plasticity. When this character is given an action that includes a close combat attack, it treats other characters up to two squares away as if they were adjacent unless blocking terrain, elevated terrain or a wall would otherwise block the line of fire. having read this, I do not think it is possible for a standard character to attack a giant using a close combat attack from the rim or edge of elevated terrain if the giant is on an adjacent square but not elevated unless the standard character has an ability that allows him to like leap/climb. I would just like to confirm my assumption

You are correct. Since they are on two different elevations, they are not adjacent and a close combat attack requires adjacency. As you said, the only way they would be able to make the attack is if they had Leap/Climb or some other power that would allow them to make a close cobat attack while not adjacent.
Just wanted to point out that while you are correct, a character on different elevation than the Giant can't attack the Giant with a close combat barring special circumstances, Giant Size no longer exists.
The symbol now grants the Great Size ability and the Giant Reach ability. The actual rules for Giants haven't really changed, but everything that they shared in common with Colossals was all rolled up in Great Size (both Giants and Colossals use that ability) and then anything that was Giant specific was placed in Giant Reach (and Colossal specific into Colossal Stamina).
Now the reason I bring this up is that some other rules DID change... and if you are still using reference material that refers to Giant Size, that material will also reference incorrect rules (TK and the like).
