Does a person have to clear if they have two tokens?

The title says it all. Does a person have to clear if they have two action tokens?

Someone has been keeping tow tokens on the LE Bruce Banner for three turns now.

Don’t care about what other people think of you. There will always be those people who want to see you fail because they can’t succeed.

If they were not given an action token during any turn they would clear.

From the rule book:

Quote

At the end of your turn, after you have finished taking and resolving all of your actions (including free actions that occur “at the end of your turn”) and declared your turn to be over, remove all action tokens from each of the characters on your force that did not receive an action token this turn. This is called “clearing” your action tokens
