Can I modify Project: Superman's range value with stuff like Perplex and the SHIELD TA? If so, how do I calculate the final value?
Yes, it may be modified.

First, look at P:S's dial and figure out which click he is on. If he is on, say, click 6, then he has a range value of 6... this is no different than if there was a 6 printed on the dial top next to the symbol. So then you would use Perplex (or whatever) normally, modifying that range value; if our current click 6 P:S had his range modified by two uses of Perplex, we'd have a range value of 6 + 2 = 8 total range.
