I'm thinking of running this list at this week's IG event (600 pt Modern Age constructed). I want to do a theme team, but I don't want anything too egregiously non-comic accurate. Tell me what you think of this:
FF Bizarro 150
FF Kryptonian Renegade 100
FF Lex Luthor 50
SM Livewire 75
SM Parasite 125
SM Hope Taya 40
SM Mercy Graves 60
Unfortunately, the only guy with the Superman Enemy TA is Bizarro, so he'll have to hang out with wildcard Lex to get the benefit. It's still a potent combo with Lex's enhancement, though. Does anyone think I should swap something out?
Intergang Underboss is a Superman Enemy and so is Cyborg Supes so they can share the TA to use outwit.
I didn't do the math on your team, but you could always consider the Intergang Underboss for the TA purpose. Also, Lex from the FF has the Calculator TA so he and Bizarro can team up for the outwit as well.
Push FF Lex to get to his perplex, then you won't have to worry about him being useless when Bizarro's not attacking outside of copying Superman Enemy.
If it were me, I would forgo theme and use Metallo from Brave & the Bold, along with FF Lex Luthor, FF Bizarro, Cyborg Superman, and Livewire.
But since you're going for the Metropolis theme, I'd go-
Cyborg Superman
Fast Forces Bizarro
Fast Forces Lex Luthor
Intergang Underboss
Livewire
Mercy Graves
75 point Lucy Lane, Superwoman.
=595 points
You'd have up to three outwits with chained Superman Enemy, plus an HSS attacker of your own through Lucy Lane. I also like Mercy's added benefit of Defend when within 8 squares of Lex.

Lucy Lane appeared more in the Supergirl comics under that persona (Superwoman) & was working undercover for her dad, General Lane, to help defend the earth from Kryptonians and take down New Krypton.
She's Lois's sister to boot, but if you're sticking with SuperMAN enemies, Parasite makes more sense.

This team has three characters that can potentially heal themselves up.
Play as many non-destructible objects as possible, so Cyborg can such them up and heal, as needed. Push Lex to 2nd click for Enhancement if needed. Mercy makes a fine tie-up piece while your ranged pieces take an opponent down.
I only included Parasite because you said you like him. Normally he's a character I wouldn't pull to use in a game. I have not yet used the FF Bizarro, so I can't comment on how well he plays, but - again - you sem to want to use him, so I threw him in there. He seems like he should be fine in play, I just haven't played him yet.

You need the Underboss for the TA to share w/ Cyborg Superman otherwise you waste the SupEnemy TA. Swapping out Livewire to put in Composite Superman gives you a fig that can see through stealth, is in stealth, and has TK but you lose the Metropolis theme.
If you want to keep theme, put Livewire back in for Composite. You could drop the Underboss & put in FF: Lex if you don't mind playing 2 Lex Luthors
I played the following team and won 1st at our In-Betweener event.
Cyborg Superman
Mercy Graves
Parasite
Lucy Lane, Superwoman (75)
Fast Forces Bizarro
Fast Forces Lex Luthor
600 on the nose.
Now it isn't strictly Superman enemies, as Lucy was a Supergirl enemy, but it is still a Metropolis Super Family enemies team. Cyborg Superman and Bizarro do lots of Heavy lifting and are all around great, especially with Lex behind them for Enhancement, perplex, and and triggering the SE enemy ability for the pair. This team was a blast and I highly recommend it....Cyborg Superman is an absolute monster. Over the course of the event he absorbed the Gamma Bomb, a Yellow Lantern, and Mjlonir as well as some standard objects and was rarely knocked off his starting click for long. He is truly amazing, especially with a little perplex to his attack or damage (Thank you Lex!)
I think the team is nice and solid and does incredibly well against most "Superman" hate you might see like Kid Zoom.

This is my same team for 600 point metropolis villains.
The only figure on the team that might be stretching it in terms of comic accuracy is Cuborg Superman, as there was never a time where he was around some of these other figs, but he's iconic and if he were still around, would definitely fight alongside them against Superman (hell, 4 of these figs literally were on the Superman Revege Squad).
The team seems to go together quite nicely, as theres lots of range combined with some close-combat, and some support in Lex. As Superfly was pointing out, the team is heavily dependent on objects, but the good news is that Cyborg Supes can just use your opponent's ones. But honestly, the biggest kick I get out of this team is that its exactly 600 points. I love it when teams work out like that. Nice round numbers.
