Under the new rules, can we use pyschic blast and RCE together? I think so, because under the description of PB, it says when you make a ranged attack, it can't be reduced by damage reducing powers. Not a power action, but an effect if you will. Am I missing something on this to make it illegal?

No, you still can't use them together. It may not be the defined "Power Action" but is still a power being used. And RCE is still can't be used with another power.

Ohcysp, your right and wrong. No you cant use RCE and PB because they require two different power actions, but RCE can be used with free action powers that dont raise its damage (ie Perplex on the AV).

Well, they cannot be used together, but not for the reasons stated by ohcysp.

RCE is a power action.

PB is now a ranged combat action.

Since these are 2 different actions, they cannot be used together.

Actually, RCE can be used with other powers now, it cannot be used with anything that would add to the damage is the new wording. So you could use say, willpower and CCE or RCE, or Outwit and RCE in the case of Braniac.

Here's the thing. RCE is a power action now, Psychic blast is it's own ranged combat action now.
Therefore, still no mixing those two.

I don't have my PAC card handy right now, but if I remember correctly, RCE is a power action that gives you a free Ranged Combat action. It would have to be that way, or you would be using RCE to increase your damage, without doing anything. So I'd say that you should be able to use RCE with PB.

From the PAC:
RCE:"Give this character a power action. It may make a ranged combat attack against a single target. If this character does so, increase its damage value by 2. This character’s damage dealt is not increased when using objects as weapons. No other powers may increase this character’s damage value or damage dealt when this character uses Ranged Combat Expert."

Psychic blast also requires an action, so no they cant be used together. Sorry, buddy.

The whole power action threw me off.
Forgot that power action and ramged combat action are seperate. Will take a little to get used to new rules.
