Asral Dr. Strange can move as a free action. Can he then be given an action token to move again? Or is it like PC, Outwit, and other free actions where he can only be given it once per turn?

The only thing restricted is free actions. If you give a free action to do something that's normally a non-free action, you can still do it as a non-free action later. It's like using AutoRegen and then using regular Regen if you still have it showing.
