My question involves elevated terrain. I understand that character A on a higher elevation has LOF to either character C or B on a lower elevation. I also understand that character C has LOF to A.

My question is does character B have LOF to A, taking into account that C is in between them?

Yes, when targeting a character on a higher elevation you ignore any hindering terrain/figures in your line of fire to that character. The exception is blocking terrain and/or if there was for some reason a wall in between the two.
