Can you TK a figure to a figure to a soaring position?
For example:
I'm playing with Fatality and Superman, who start in a position adjacent to each other. Fatality would like to TK Superman to a different position. Fatality is standing in a position mid-roof, on elevated terrain, and does not have line of sight to the ground. Fatality would have line of sight however to a soaring character occupying this same targeted grounded square. Could Fatality TK Superman to a soaring position where she would have line of sight and range to Superman, though not line of sight to the target square on the ground? (Idealistically, she could make a ranged attack against another enemy character if it were occupying Superman's proposed soaring position).

Though I check the forums frequently, I haven't seen this specific question addressed.
The only way to move from hovering to soaring is by movement. Now, this isn't explicitly stated in the rule book, but it is implied by the fact that the ONLY time the flight level change is mentioned in the Movement section under flyers.
IF you could TK to soaring (which, I reiterate that you cant), the range of TK would be halved as all ranges are when targeting soaring.
Indy rule book, page 10 A flying character can change flight modes when moving. Changing flight modes reduces the character’s speed value this action by 1 for each change. Count this cost when you move the flight indicator.
Again, this is the only time changing elevation to/from soaring is mentioned.
I typed the above post before actually reading this part. I guess it is pretty explicit......
