Can you hit adjacent fig with TK object?

Can a GROUNDED figure hit an adjacent opponent with an object using TK?

The PAC says 'give this character a ranged combat action' - but you can't make a ranged combat action if you're a non-flyer adjacent to an opponent. So according to the PAC it doesn't look like it's legal, but I thought I read somewhere that it was?
