When you perplex down someone's defense does it stay minus one your entire turn?Or once the figure is hit and their defense value changes does it go away?
Perplex lasts until the end or your turn OR until the character is damaged or healed. So, if you hit them and they take clicks of damage the perplex is lost.
I.E. Invisible Girl is surrounded by 3 figures sharing her 18 defense. You perplex it down to 17 and hit one of the adjacent figures with energy explosion. She takes a click and the perplex is gone so instead of a 16 she has her natural 17 defense on her second click.

It is fun.
Once firelord takes damage the Perplex ends. Now since Firelord drops like a stone, it's possible that after one attack his DV is lower than the original perplexed value anyway, but the perplex modifier in null after the first click of damage.
Perplex lasts your entire turn. If you perplex a defense down, attack with Taskmaster, and Taskmaster hits, Firelords defense is then whatever the printed number on his dial is.

Taskmaster attacks first and succeeds dropping FL by two clicks.
FL's DV goes back up to 18 v. the remaining 5 attackers.

Unless I'm mistaken, if Firelord takes two clicks of damage his defense would be 16 (at least the veteran would be). The effects of perplex would be over as soon as he took damage so he'd keep that 16 for the next attack.
