I have always been under the impression that you apply Modifiers before you Half for Running shot and Charge. Tonight got a ruling that you half then modify.
So a character with the Infinity Gauntlet and the Space Gem with a 8 movement that wants to do running shot would Half the 8 to a 4 then add the 2 from the Space Gem. where he could move 6 with the running shot? (this was the ruling)
I always thought you would add the 2 then he would half the 10 to a 5 running shot.
THE RULE OF REPLACE THEN MODIFY Whenever a combat value needs to be calculated for any game effect, the controller of the character whose value needs to be calculated starts with the printed value, applies all replacement values in any order, then applies the sum of all modifiers to arrive at a final result. Remember that a locked replacement value will override any other replacement values and modifiers

So would he running shot 5 squares or 6 squares?
The ruling was correct. You apply all replacements first, then apply any modifiers, so the character in your example could move 6 squares with running shot.
There was a time when it worked differently, so it's possible you learned that way and never learned the current rules.

It used to be that modifiers were applied at the moment they became available. So you perplexed up move? Well, that number was your new move and was halved
The timing issues were a constant source of pain
Then, in a fit of reasonableness, WK decided to make their rule of replace then modify just that - always
