The world record flight distance for a compound bow is 1200m. Not a targeted shot, just pure flight. The world record for a sniper shot, utilizing a rifle very similar to the one Sniper Punisher is holding is a little over 1.54 miles (2494.8m). That isn't travel distance, that is an aimed confirmed kill shot.
Hmmm....Archer = 9 range
Sniper = 8 range
Seriously people, head from arse please.
And then his range increases by 1 because a genius is standing next to him avm205 iron man

I think that you misunderstand range. I don't think the range reflects distance only. Range ten on a heroclix map equates to easily under 50 yards, if we want to reflect real life. The range in heroclix represents how effective a character is at all aspects of being a marksmen: setting up the shot, taking the shot in combat, making an accurate "kill" shot, remaining concealed, etc... It is not as simple as going to a local range and firing a firearm or bow. I think "effective range" would be a better label. That being said, you could argue that Punisher with a sniper rifle may be a more effective marksmen than Hawkeye with a bow. I think that if you apply "effective range" as I described above, Hawkeye should edge the Punisher.

Nope...you just argued against bows. Perhaps now you see the point. Effective range, if that is the case, is more anti-bow than anything.
In clix people like Hawkeye and Green Arrow should have 6 ranges with multiple targets, speaking of the current game where they seem to be reigning in extreme ranges, this figure obviously not included.

You guys are arguing the realism of range in a tactical miniatures game based on comic books :) Just saying.
It's a matter of comic book physics, not real-world physics. And bows are better in comic book physics for two reasons. They're cooler looking, and they're a 'good guy' weapon. You can have knock-out gas arrows and boxing glove arrows and bolas arrows and all sorts of things that let you stop people without killing them. Guns are for bad guys and antiheroes like the Punisher who don't care about killing people.
On an Avengers themed team, I will use him with Armor Piercing, and it makes his triple target damage stick. Gets amazing when he lands on his Energy Explosion SP and each target could take damage AND an action token, not to mention the splash damage from having triple targets. Just ridiculous!
Question! On his Knockout Gas SP, it refers to 'each character hit by the attack'. Does this mean only the people who take damage from it, or anyone who was within the adjacent area of effect around a targeted character?

Not sure where the confusion comes in. Every character hit. That's it. No need to be damaged, just hit. Sort of like Nightcrawler's kidnapping SP. Just hit 'em, no need to hurt 'em.
