FEAR AND CONTROL: Scarecrow can use Poison; When a character takes damage from his Poison, Scarecrow can immediately use Mind Control as a free action targeting that character and take no damage based on its point value.
when you hit multiple characters with the poison, do you make the mind controll attack like you would a pulse wave? (one attack against all targets)
or, do you make an attack for each hit figure?
and the reason I ask, is beacuse: the poison hits all of the characters at once, and so, I'm not sure how you would treat this power.

Now, I think that it's seprate attacks against all, but want to be sure before I use it.

You'll only get one mind control use against a single character damaged by the Poison.
The wording of his power references a single character, otherwise it would have used 'any' or 'all'. So it's a single use of Mind Control against a single character that was damaged. Since you can't activate the same game effect multiple times in the same turn with free actions, that's all you get.
